Dr. Yakubu Mohammed Baba was born 48years ago in Azare, Katagum Local Government in Bauchi State, into a Muslim family.

Dr. Yakubu holds a Doctor of Philosophy Degree (Ph.D) in Environmental Health Science specializing in Water Sanitation and Hygiene, from the College of Medicine and Health Science, Abia State University Uturu, Nigeria 2018; Master of Science (M.Sc.) in Environmental Health Science, Ladoke Akintola University  ;  Master Degree in Public Health (MPH) of the  Imo State University, Owerri  ;  B. Sc.  Environmental Health, American University Benin; HND in Environmental Health by West African  Examination Board( WAHEB) and Postgraduate Diploma in  Epidemiology and Disease Control, Abubakar Tafawa Balewa University, Bauchi, Bauchi State

Dr. Baba Yakubu started his carrier with Primary Health Care Department in Katagum Local Government as trainee Health officer in 1995. On graduation he was upgraded to the rank of Environmental Health Officer in charge of Madara district from 1998 to 2000) in 2001. Dr Yakubu joined the Federal Service and work with Federal Ministry of Health as Environmental Health Officer in charge of Federal Staff hospital Abuja. He later Joined the services of National Assembly Medical Department, before Joining Environmental Health Officers Registration Council as Principal Environmental Health in the year 2008.

He is a foundation staff of Environmental Health Officers Registration Council of Nigeria (EHORECON), Abuja. Dr. Yakubu is the pioneer Head, Education and Training at EHORECON from 2008 and grew till he became the Director in 2019.  Dr. Yakubu is a fellow of the African Institute of Public Health Practitioners (FAIPHP), Fellow West African Postgraduate College of Environmental Health (FWAPCEH) and Member,Chartered Institute of Environmental Health (CIEH, London). He is a Council/Board members to:- West African Postgraduate  College of Environmental Health (WAPCEH), Society for Environmental and Public Health, Nigeria( SEPHON), Environmental and Public Health Practitioners Association of Nigeria( EPHPAN) and Society of Environmental and Public Health Professionals in West Africa ( SEPHPWA).

Dr. Yakubu has attended the following professional training both within and outside the Country which includes: Renewable Energy training in China, Hazardous Waste Management California USA, Digital Switch over South Korea, Health planning CIEH London, Management and Leadership training in Harvard. He participated on the Environmental protection benchmarking in Singapore and Malaysia. Dr. Yakubu served as a member of Medical team during Hajj operation and also COJA games in 2003.

Dr. Yakubu Mohammed Baba has wealth of experience in Industrial Leadership and Management.

He has fifteen Scientific Publications in local and international journals to his credit.

He was the Director of Education and training Department before his appointment as Acting Registrar of Environmental Health Officers Registration Council of Nigeria on May 6, 2020 and subsequently the Registrar/CEO EHCON.

Dr. Andy A. Ukah.

National Cordinator-National Institute of Environmental Health

Dr. Andy Anyalewachi Ukah was born to the Family of late Mr. Gilbert Ukah Nnah and late Mrs. Magdalyn Ukah on a Sunday morning of 16th August, 1964 in Umugo-Umuosoko Awomukwu, in Ikwuano Local Government Area of Abia State. Dr. Andy Ukah attended Awomukwu Central School from 1970-1975 where he obtained his First School Leaving Certificate; from where he proceeded to Ikwuano Secondary School and obtained his West African Examination Certificate (WAEC) between 1977 and 1982. He obtained diploma in Animal Health and Husbandry at distinction pass from Ahmadu Bello University, Zaria between 1986 and 1987. In 1988, Dr. Ukah Joined the Nigerian Army where he studied and obtained Diploma in Public Health Superintendent from Nigeria Army School of Medical Sciences, Ojo Cantonment between 1989 and 1992. Dr. Ukah left the Nigerian Army in 1996 after putting about Nine and half years in serving his father’s land. After leaving the Nigerian Army, Dr. Ukah proceeded to the University of Jos where he obtained Advanced Diploma in Health and Social Services Management between 1997 and 1998. Between 1998 and 1999, he proceeded to Abubakar Tafawa Balewa University (ATBU) Bauchi, where he obtained Postgraduate Diploma in Epidemiology and control of communicable diseases. Between 2000 and 2003, Dr. Ukah obtained Master’s Degree in Environmental Management from Adekunle Ajasin University, Ondo State. In his quest to obtain a Bachelor’s Degree, Dr. Ukah attended Imo State University Owerri between 2004 and 2008, where he obtained Bachelor’s Degree in Education and Social Studies. Dr. Ukah also attended and obtained Bachelor’s Degree in Environmental health from Houglegbe North American University, Benin. Dr. Ukah had his third Bachelor of Science Degree in Public Health from St. Monica University, Cameroon. He holds Master of Science degree (M.Sc.) in Environmental Health Management with option in Public Health from Ladoke Akintola University of Technology, Oshogbo between 2014 and 2015; and a Ph.D.  degree in Public Health science from the International University of Business School, London, United Kingdom from 2017 to 2018. Dr. Andy is presently a Ph.D. student of Environmental Health Science in Environmental Epidemiology and Toxicology from the College of Medicine and Health Sciences, Abia State University, Uturu. Abia State, Nigeria.

Dr. Ukah has 29 years of working experience in the field of Environmental Health.  He joined his present job (Environmental Health Officers Registration Council of Nigeria) in 2008; since then he has headed the department of Registration, Ethics and Standards Enforcement (DRESE); Department of Planning, Research and Statistics; he has grown to the rank of a Director and currently serving as the National Co-ordinator, National Institute of Environmental Health, Abuja.

San. Muhammed Kamaluddeen L.

Mr. Kamaludden Muhammed Lawan was born on 21st April, 1966 in Bebeji Town, Bebeji LGA, Kano State, Nigeria.

Mr. Kamaludden as an enthusiast of Education, holds Masters (MSc) in Public Health Join Professional Training & Support International (JPTS) South America 2020- in view, Master of Science (MSc) in Environmental Health, Postgraduate Diploma in Education (NTI) Kaduna 2019-2020, University Putra Malaysia (UPM) 2013-2015, Higher National Diploma (HND) in Environmental Health, Kano School of Hygiene, Nigeria 1993-1996, Diploma in Data processing and information Technology, Intersystem Computer Training Institution Kano 1999- 2000. He attended Kano Teachers College (KTC) 1980-1986 and Bebeji Primary School (BPS) 1973-1980.  He specializes in Environ-metrics and has publications in “proper handling of domestic solid waste in kano Metropolis”, “An Assessment, knowledge, awareness of waste minimization, Kuala Lampur Malaysia and Proper Management of Domestic Solid waste and its implication on people of Kano Municipal LGA Council.

He is also a member of various professional bodies and associations such as Professional Association of Environmental Health Officers of Nigeria, Society for Environmental Health of Nigeria, International ICT Forum, Dan bebeji Foundation, Basel Convention Regional Center (South Africa), Fellow at Society for Environmental and Public Health , Nigeria (SEPHON), Institute of Professional Managers of Nigeria, Fellow of West African Postgraduate College of Environmental health (WAPCE) and (Former)Assistant National Secretary of Environmental Officers Association of Nigeria.

His professional strong areas are  supervision and monitoring of projects to ensure that project staff is updated, trained and appropriately coached, including conducting educational sessions during each visit designed to address specific needs of the project staff, advocacy to health coordinators,  local government health authorities; and to communities to encourage strategies  for resource mobilization and emphasizes community-based health care to reinforce, implementation of Primary Health Care (PHC) components and programming such as health education, maternal health and family planning, immunization, water, sanitation and hygiene;; essential drugs; food hygiene and safety; etc, ability to process and analysis, project data objectively, presenting it clearly and equitably thereby leading the effort to acquire relevant and selected information that facilitates the achievement of organizational results, expertise in the epidemiology of communicable diseases such as Tuberculosis, Malaria, HIV/AIDS, vaccine-preventable diseases, including nutritional diseases; as well as the use of epidemiological principles and methods to solve problem, Strengthening the skills, competencies and abilities of people such as environmental health workers, health workers and communities so they can overcome the causes of their exclusion and suffering, teaching of attachments on such issues as water, sanitation and hygiene; epidemiology; entomology; parasitology; food hygiene and safety; nutrition, the use of participatory tools and methods in the introduction of health issues in the community that require ethical, cultural or social values and principles, Planning Research & Statistic and Policy Evaluator, Analyzer, implementer at a high level of governance, expert on public health laws, environmental health regulations and environmental laws enforcement, knowledge on environmental health impact assessment, and Health Analysis Critical Control Point. Mr. Kamaluddeen has provided techincal support to Environmental Health Pratice (EHP) managers in terms of design, plan and deliver training workshops on Environmental Health practice to EHP Managers, EHS Project Managers, and other health workers to improve skill  and capability to manage and deliver high quality, sustainable health care services, health policy development, capacity building, project implementation, evaluation of health systems and strengthening, increasing awareness and knowledge of Environmental Health Practice Managers in the designing of traditional nutrition programme using “top down” approaches, provision of educational  materials to EHP centres and EH projects on malaria control techniques including other proven malaria interventions; such as use of ITNs; provision of consistent delivery of IPTs using sulfadoxine - pyrimethamine at ANC clinics, Sanitation, cleanliness and information to communities including basic actions for a minimal Health Care Waste Management (HCWM) programme at Health Care Facility (HCF) to provide significant health protection to community and health care workers, gender issues in order to ensure that PHC activities do not increase the vulnerability of the communities they work with in the area of HIV and other sexually transmitted infections (STIs) or undermine their options for coping with the effects of the pandemic including care and support for orphans and other children made vulnerable by HIV/AIDS, provision of educational  materials to PHC centres and HIV projects of guidelines for the treatment of severely malnurished children, Health Management Information System (HMIS), Information, Education and Communication (IEC) Methodologies, Health, Organizational Strategic Planning, Financial Management and Sustainability Strategies workshop, Stepping Stones awareness & TOT, Human Resources and Team Management, gender and health care provision, design, plan and facilitate disease control training programmes at the State and Local Government with regard to disease surveillance & notification, facilitator and trainer, National Immunization Days (NIDs) programme at State and Local Government levels in Nigeria, ship inspection and granting of deratting certificate to ships making international voyage, vaccination of crew members and health education of food vendors and other user, periodic collection of water from water points in port area for laboratory analysis to ensure that its wholesomeness is maintained and Analysis of vital data on port health activities to keep accurate records of activities and for decision making and for advocacy.

On work experience and advancement, Mr. Kamaludden is dedicated. He worked in Ministry of Health from 1992-2000, In 2001 he joined the Federal Civil Service as a Staff of Environmental Health Officers Registration Council of Nigeria (EHORECON).   He is currently serving as Deputy National Co-ordinator, National Institute of Environmental Health, Abuja.

San. Ibrahim Bolanle Rafiat

Director - Practice Standard and Compliance

Sanitarian Bolanle Ibrahim, started her journey in Environmental Health profession in 1994, on completion of her West African Health Environmental Board examination (WAHEB) She became an Environmental Health Officer in Oyo State’s Local Government Commission. Under which she worked in many Local Government Areas of the State from 1994-1997, where she was involved in the following activities;

Environmental Health Control Measures within the town. E.g., House inspection, Market sanitation inspection of Food premises, Collection of Health Data in the Private and Public Institutions, Waste Management, Food Hygiene and Pollution Control and Water Sanitation.

She was promoted to Higher environmental Officer, 1998-2001. Senior Environmental Officer, 2001-2004. Principal Environmental Officer, 2004-2007. At this level, she was a Local Government Health Educator, Community Mobilization Officer and Training of Local Government Health Committees.

She was unrelenting in her personal education. She obtained Diploma in Environmental Tutor’s Program from University College Hospital Ibadan, 1998-1999. She obtained her Master’s degree in Environmental Management, 2000-2002. These additional self-improvements enabled her moved to University College Teaching Hospital as a Principal Environmental Health tutor, where she was involved in the following; Training the Instructors e.g., Environmental Health, PHC and Nurse Tutors. She has a couple of research works on waste management, water sanitation, food hygiene and epidemiology. She handled the Supervision of Students’ Projects, Administrative Duties, Welfare Services and was an external Examiner for WAHEB etc.

Mrs. Ibrahim moved to Environmental Health Officers’ Registration Council of Nigeria (EHORECON) in 2008, as Zonal Coordinator, South West, 2008-2015. She moved to Headquarters, Abuja, in 2016, Assistant Director, Environmental Health Accreditation Officer, where she was saddled with the function of Accreditation of Universities, Colleges/ School of Health Technology, Learning Centers offering Environmental Health Programme in Nigeria.

She was later transferred to Lagos, which is the new headquarters of EHCON South West Zonal Office, as the Zonal Director. 2020-2021. She became the Head of Department of Education and Training in 2022 and Director of Linkages at the National Institute of Environmental Health, Abuja in 2023. She is currently the Director, Practice Standard and Compliance.

She has attended many management courses and trainings over the years.

She is married to Mr. Ibrahim and blessed with children.

San. Mohammed Aminu Mohammed

Director Education & Training

Mohammed Aminu Mohammed is a native of Zaki Local Government Area of Bauchi State. Aminu was born in Udubo Town, Gamawa LGA., Bauchi State on 3rd August, 1975 to the family of Alhaji Muhammad Jauro Aliyu Tadire.

Aminu holds Masters’ Degree (M.Sc.) in Health Education from Bayero University Kano in the year 2011, Bachelor of Science in Health Education from University of Maiduguri in 2007, Postgraduate Diploma in Epidemology and Control of Communicable Diseases from Abubakar Tafawa Balewa University Bauchi, 2002, WAHEB Higher National Diploma (HND) in Environmental Health Technology from School of Heath Technology, Gombe, 1998. In 2007, he proceeded to College of Education, Azare, Bauchi State and obtained a Certificate in Computer Operation. Aminu attended Government Secondary School Katagum, 1985-1990 where he received an award as the best student in Mathematics in 1990 and  Katagum Central Primary School from 1979-1984.

Aminu started his Civil Service Career with Ningi LGA, Bauchi State in 1997 as a Student-in-Training and later Zaki LGA, Bauchi State from 1997-2011 where he rose to the rank of Assistant Chief Environmental Health Officer with effect from 1st July, 2010. While at Zaki LGA, he held the following positions; Assistant Primary Health Care Coordinator (Sectional Head: water and Sanitation), LGA Malaria Control Officer and LGA Health Education Officer.

Aminu  took a Part-Time Lecturing in Postgraduate Diploma Health and Promotion programe of College of Education, Azare, Bauchi State, in affiliation with University of Maiduguri from 2007-2015. Part-Time Lecturer in Health Education Undergraduate Program of College of Education Azare, Bauchi State, in affiliation with University of Maiduguri from 2010-2015 and a Lecturer, College of Health Technology, Ningi, Bauchi State (On Secondment from July, 2010 to November, 2011).

In November, 2011 Mr. Aminu joined the Federal Civil Service as a Staff of Environmental Health Officers Registration Council of Nigeria (EHORECON). He was employed at the rank of Principal Environmental Health Officer and later promoted to the rank of Assistant Director, Environmental Health with effect from 1st January, 2018. As a staff of EHORECON, Aminu has held the position of Zonal Coordinator, Environmental Health Officers Registration Council, North-East Zonal Office, Ningi, Bauchi State from January, 2012 - January 2016. Supervisor for Service Providers and Enforcement, January, 2016 - October 2017 and Supervisor for Individual Registration from October, 2017 to August, 2020 in the Department of Registration, Ethics and Standards Enforcement. Aminu served as the Head, Department of Registration, Ethics and Standard. He is currently the Director Education and Training department in Environmental Health Council of Nigeria.

Sanitarian Isah Adamu

Deputy Registrar

Sanitarian Isah Adamu is an astute licensed Environmental Health Officer with proven track record of professional competencies and achievements. His experiences spanning nearly three decades at Local Government (implementation) and Federal Government (Policy and Regulation) have combined to give the accomplished Sanitarian an edge in professional and administrative spheres within Nigeria and beyond. Equipped with the requisite academic attainment from the lower rung to a higher one – a Master of Public Health, Isah has made his footprints on sands of Environmental Health Practice.

He has over the years been actively involved in improvement of Environmental Health Services Delivery not only in Nigeria but internationally using the medium of professional activism. He was a one-time Secretary of the Environmental Health Officers Association of Nigeria, Kaduna State Chapter and currently the Nigerian representative at the International Federation of Environmental Health (IFEH). Mr. Adamu has been an Editorial Assistant to the Journal of Environmental Health published by the Society for Environmental Health of Nigeria.

His areas of interest majorly comprise Housing Health, Environmental Health Management Information System, Environmental Health Advocacy and Capacity Development and Environmental Health Governance and Communication.  This has led him into delivering numerous technical presentations to Environmental Health Practitioners and Policy makers. He is as well involved in the development of a number of Policy, Monitoring and Capacity Development documents for not only the Environmental Health Profession but also for Public Health generally. At his present assignment at the Environmental Health Council of Nigeria (EHCON), Isah is facilitating the strengthening of documentation and is driving the process of innovation and performance-based regulation.

As a professional with penchant for knowledge and self-improvement, he has participated in National and International Academic and Professional Conferences. He has over the years, devotedly impacted positively on his subordinates thus improving their productivity using his critical analytical and mentoring skills.

Isah Adamu is also a committed Community Development Volunteer and Influencer who has traveled widely in Nigeria. His computing, writing and editorial abilities combine to fetch him a top-notch place within the highly competitive and aggressive Nigerian professional sphere.

At the moment, Isah is a postgraduate student of the Department of Environmental Health Sciences, University of Ibadan, Ibadan – Nigeria.

 

Mrs. Susan Ezemenari

Head - Finance & Accounts

Mrs. Susan Ezemenari started her journey in the Accounting profession after graduating from University of Abuja 2005 with a degree.  She joined the team of the take-off staff of the Council 2008 as Accountant II.  At that time, the Finance and Account department of the Council was a new ground for learning and creative innovation.  She seized these opportunities, initiated some processes and schedules and learnt in the process. Opportunities were optimally maximized.

In pursuit of professional excellence, she started the qualifying examination of the Institute of Chartered Accountants of Nigeria  (ICAN) in 2008.  She qualified in 2010 and was inducted into the membership of the Institute 2011.  After the induction, she was promoted to the post of Senior Accountant in 2012.  She handled many schedules from one division of the department to another and in 2015 became a Principal Accountant and subsequently a Chief Accountant in 2018.  She became an associate member of The Chartered Institute of Taxation of Nigeria in 2015.

Having attended several MCPEs, District society meetings/training consistently for 10years, and met other requirements of the Institute, she was graciously awarded a fellowship conferment by the Institute of Chartered Accountants of Nigeria (ICAN) in 2021. Progressing graciously in her career, she became an Assistant Director in that same 2021.

She became the Head of Department of the Finance and Account of the Council in February 14th 2023.
